Substitutes the current duplicate logic for the standard
and cross-platform function open_command in plugins:

  frontend-search, jira, node, web-search

For now this supports:
- Mac OS X
- Linux (presumably works on all versions)
- Cygwin (Windows)

Update to latest Terraform release 0.6.1

This prevents it from malfunctioning when `setopt prompt_subst` is off.
